Secret of Suffering - inc non damaging ailments doesnt work?

It does work
However Sap is capped at 30% and Brittle at 15%. | |

You do not hit the maximum effect for sap because you do not deal enough lightning damage despite the increased effect.
With Leadership's Price instead of Secrets of Suffering you would have capped sap as well. |
