Bug - Instruments of Zeal

Instruments of Zeal states the following:

"Gain 1 Fanatic Charge every second if you've attacked in the past second"

Both Reckoning and Vengeance are tagged as "attack" skills, however, when they proc, they do not provide you with a fanatic charge. Since I am attacking when Vengeance and Reckoning proc, albeit via a counter attack, I would have expected to receive a fanatic charge.

Even if the interaction described above is not intended, this keystone is pretty gimmicky as is, and changing it to proc with counter attacks (which should work
based on the wording of the keystone) would provide it with more applicability to current PoE.

all these refer to manually activating skill by pressing a button, so triggers do not qualify
