Gain % of Maximum Mana as Maximum Energy Shield not calculating correctly?

Not sure if I'm misunderstanding the calculation for gain % of maximum mana as extra maximum energy shield or if its a bug.
Example 1 I have 156% increase to energy shield, and 143% increase to mana and gain 23% of maximum mana as energy shield. I put on an item that increases maximum mana by 40 which ends up being 97 maximum mana. So this should add ~22 base energy shield, which should then be increased to ~55 energy shield. However I am only getting 38 energy shield. Example 2 I have 156% increase to energy shield and 1830 maximum mana. Taking the gain 3% maximum mana as energy shield mastery node should give me ~55 base energy shield, which should then be increased to ~140 energy shield. However I am only getting 98 Energy shield. I believe the increase is off of base mana only. Someone can double check me on that though.

Flat mana gives you 23% of its amount as flat ES, then the value getting increased by the sum of (maximum mana)% and (maximum ES)%
40 * 0.23 * (1 + 1.56 + 1.43) = 36.7 Problem: impostor syndrome
