Arcane Surge not triggering

yo guys, am I dumb or something, huh?
used to run molten shell + inc dur + arcane surge lvl2 just fine, now it doesnt trigger anymore, with no spell, not even a new purchased arcane surge gem, wtf am I missing... It's always been like that. Eldritch Battery does the same. You have to spend MANA to get Arcane Surge. There are some ways around that though, such as playing a Hierophant with Arcane Blessing or using the Arcane Surge on Kill crafted mod.
