Assassin's Mark doesnt grant Power charge on kill - probably because of Slayer cull

Hey there,

im not getting Power charges when i kill enemies. Im using it with mark on hit support, i can see it beeing applied to enemies, but i rarely ever get power charges.
I suspect that the few power charges i get come from the 20% quality of the gem, granting a chance to get a power charge on hit.
I suspect that the Slayer cull prevents the power charge on kill gain.

Would appreciate a fix - thank you.

Edit: To provide some more information, im using Cyclone as a skill.
I also used /debug ingame, dont know if that helps here, but the number is: 683,981,127.
I dont have a screenshot, because there is nothing to screenshot. Video could show what i described, but not better than i already described - ass mark on enemy, no power charge after its dead.

Yes.
But even against these i dont get the power charge. I can visually see the assassin's mark on them, but when they die, i dont get a charge.
Almost all the time they die because of Slayer cull, because my damage is a bit low.

I am also seeing the same problem with slayer it is not always granting a power charge
