brittle ground not scaling from non-damaging ailment effect

I have gotten Exarch boots that grant brittle ground when i walk.

I see the brittle applying to enemies, at 5%.

When I allocated fingers of frost, a 20% cold ailment effect node on the tree and 21% non-damaging ailment effect on corrupted jewels the brittle effect on enemies remains 5%, while other ailments like scorch etc. appear to gain increased effect.

I believe this is a bug, as brittle is a cold non-damaging ailment and should be scaled just like the other non-damaging ailments are by this affix.

I tried the same. I confirm WalkwithWolves's findings.
Bump
I believe it works like that intentionally.
The Brittle magnitude by default is 0-15%, Brittle ground for some reason has been set to 5%.
And that's it.
You can't increase effect of chill above 30% by stacking up "ailment effect" modifier, the same way it's not possible to scale natural brittle above 15% or brittle ground above 5%.
Problem: impostor syndrome
Solution: nerf everything
Result: depressing mess
This issue needs a big bump with the incoming nerf to Brittle Ground.

It's not that there's a cap, it's not scaling with increases at all.

I checked in a Simulacrum with "50% Reduced Effect of Non-Damaging Ailments on Monsters" and got the following Results:

Scorched Ground Debuff with 0% Reduced and 0% Increased Effect: 10%
Scorched Ground Debuff with 0% Reduced and 30% Increased Effect: 13%
Scorched Ground Debuff with 50% Reduced and 0% Increased Effect: 5%
Scorched Ground Debuff with 50% Reduced and 30% Increased Effect: 8%

(this is exactly what we'd expect if the reduced/increased stacked additively, for a total decrease for 20%)

Brittle Ground Debuff with 0% Reduced and 0% Increased Effect: 5%
Brittle Ground Debuff with 0% Reduced and 80% Increased Effect: 5%
Brittle Ground Debuff with 50% Reduced and 0% Increased Effect: 2.5%
Brittle Ground Debuff with 50% Reduced and 80% Increased Effect: 2.5%

So monsters can decrease it, but we can't increase it back to compensate?

To make things even weirder, it seems like Shocked Ground behaves like Scorched Ground, but Sapped Ground behaves like Brittle Ground.

Please reconcile this, GGG

EDIT: I did some more testing, and as far as I can tell -
Shocked Ground, Scorched Ground, and Chilled Ground (from Wake of Destruction, Eldritch Implicit, and Brine King Crown, respectively) all scale as expected with Non-Damaging Ailment Effect.
Brittle Ground and Sapped Ground (from Eldritch Implicits) do not scale with player-based increases, but do scale down with monster-based decreases.

So it's clearly not about whether it's a non-standard ailment, or whether the source is a unique vs. eldritch implicit.

Sorry i dont understand any of this, iam a simple man, i copy build and i map.
Any update on this issue? I'm planning to play Venom Gyre and the brittle implicit is a notable dps increase. I'd like to make use of the +40% effect from the mastery, especially since i'll shock too, so 2 in 1, damages wise.

It's weird for such a bug to still exist so long after it's introduction and discovery. It's not like a little one. Brittle effect is massive, as it's base crit chance added.

There's several threads related, all being ghosted.
Edit: Apparently fixed in 3.19. As it wasn't reflected in the wiki, i thought it was still the case.
@Jadian (below) : Yep thanks, seems like we posted +/- at the same time for the edit i did ^^. I checked back a video talking about it and it was in fact talking about a bugfix. Hard to follow such things.
Edit²: I updated the wiki accordingly, so it's there too.
