Question about Eldritch Implicits

In the live stream a helm with the implicit 'Enemies cannot regenerate health within a radius of 25' was shown.

I can't find this mod anywhere in the trade site. Did it make it into the game? I really want it to make a set that can deal with the archnemesis regen monsters.

Can someone let me how how to find this mod on the trade search? It would be much appreciated.

Trade is currently under maintenance, but I believe the mod was changed to

"Enemies you've Hit Recently have X% reduced Life Regeneration rate".

You can use Frost Bomb until you get the mod or if you want to reduce it to 0.
