Question about utility flasks

why is the following T1 mod worse than the lower T mods?
T1: 45-49% less duration and immunity to poison during flask effect T3: 35-39% less duration and immunity to poison during flask effect the higher less duration is worse than the lower one BUT I wonder why...isn't it usually the case that T1 mods are the best? “Human decency is not derived from religion. oversight by ggg, the flask update was rushed because players complained, will probably be fixed next league
