Crafting: Unveil buff or bench penalty?

Here is what I mean:
I unveiled a bow mod via Jun:

"

130% Increased Physical Damage
24% Chance to Blind

But when I go to the bench and put the same weapon type in the slot, I only get

"

(95-105)% Increased Physical Damage
(18-20)% Chance to Blind

Why is that?
Is there some kind of buff or penalty?

there is no penalty.

the unveil mod is, by design, STRONGER than the one you can craft. because you can craft on anything. the increased power of that mod is a reward for unveiling it on that item. PLUS you can then craft on the unveiled item.

its to make veiled items more attractive as drops (and to make veiled chaos orbs not complete shite)
