I was going to drop my united in dream cutlass to hear my loot filter sound to check it out at the end of the night thought it'd be a good idea, and I dropped it thinking the prompt that came up was asking if I wanted to drop it because it had gems in it so I clicked it before reading it and accidentally deleted my item hoping I can get it back

Nope, GGG does not restore items for any reason.
