Undocumented change or bug to Desecrate/Summoning?

In 3.16 the Desecrate gem or the way summoning works has changed. See:
GGG, why did you change spectre corpse summoning with desecrate? I couldn't find any patch notes regarding this. Is it a bug or intentional? If it's intentional please document it. Last bumped on Nov 10, 2021, 7:10:01 PM
