Texture Quality option greyed out, locked to Medium

My texture quality option in game is greyed out and I cannot change it.

In the production_Config.ini it says that the graphics setting is on HIGH. When I disable dynamic resolution in game the texture quality is set to HIGH but still says MEDIUM and is greyed out. If I enable dynamic resolution my game looks pixelated and awful. What I really want to do is set the graphics to MEDIUM with dynamic resolution DISABLED but any change I make to the production_Config.ini file seems to not be reflected in game.

there are some hard limits based on PC specs that you can't bypass, though it's been quite a while since i last saw what they were (dx version, 32bit/64 bit or something else)
Ancestral Bond. It's a thing that does stuff. -Vipermagi

He who controls the pants controls the galaxy. - Rick & Morty S3E1
Yeah, I believe that's it.

it has to due with the amount of VRAM your GPU have.
Are you using DX11 or Vulcan ?
I get thats probably the case. But I cant understand why that when I turn off dynamic resolution the actual in-game texture quality turns to high and the .ini is on high but the setting still says medium and is greyed out. Changing the value of the .ini setting has no effect.

It looks like I am forced to choose between ridiculously pixeleted graphics like under 160p and 60 fps or high texture quality and 20 fps. Its not letting me tweak things myself for a middle ground.

It doesn’t; you changing the entry in the .ini file to something the client rejects is a red herring.

When you turn Dynamic Resolution off you get Low quality textures as they’re intended to look. When you turn Dynamic Resolution on, the resolution of everything - including textures - gets reduced to improve performance. You’re not seeing High vs Low; you’re seeing Low vs “Very Low”.
