did poe ever start on this notebook? it doesn't have a dedicated graphics card but uses the integrated graphics chip fromt he CPU.

your bios is 10 years old, updating it is recommended.
also, since you're not a obvious fan of updating drivers ;-), you might also check the dell driver's site for general driver updates

since your display doesn't run in the native resolution, i would try that first, set it to 1920 x 1080 and if the text is too small to you rather try to increase the windows settings to enlarge the text.

also, if poe did run before and you fiddled with the settings, try to reset poe's settings by renaming c:\Users\Lishakali\Documents\My Games\Path of Exile\production_Config.ini before starting poe and let the game figure out the settings itself.
