1 passive Voice will be pointless in 3.16

my understanding of the manifesto concerning auras,

>medium cluster jewels will no longer roll 3% increased effect and notables that have increased aura effect (ex. stalwart, First, replenishing, vengeful etc). Instead, it will now roll 6% mana reservation efficiency in its small passives
>% increased aura effect can now be found in small cluster jewels (i don't know if there will be a new type of small clusters for this change)


what's going to happen to the cluster jewels in 3.16?

>medium clusters for stacking efficiency. More efficiency means more auras can be reserved.

>small clsuter jewels for stacking % increased aura effect


9 medium clusters (3xVoices) VERSUS 7 medium clusters (2xlarge cluster, 1xVoice)

Objective:
>to balance passive points spending in medium and small cluster jewels

condition:
>Timeless jewels will use 4 travel points for 2x commanding presence. This is a potential source of passive points if there are better timeless jewel that can match 2x commanding presence

>128 passive points

>small cluster jewels will have 3 small passives
