Shockwave Support stored uses vs Shockwave cooldown

Say there are 5 stored uses by gem level (21).

If my cooldown is .7s, and I ES into a nice meaty pack, using all stored charges instantly, is it 3.5s or 0.7s before I have all 5 ready?

Solved via Reddit. Just like flame dash or anything else, one charge back per cooldown
