Block strategies - anti-synergy with dodge and evasion?

There are multiple effects that give bonuses for blocking by saying "when you block, or if you've blocked recently, gain this effect." I'm wondering if evasion and dodge have inherent anti-synergy with this by stopping the attack before you can block it. I read on the wiki that evasion is rolled first. So if I evade an attack, will it still roll a block just to see if I get the bonuses? What about dodge? is it rolled before or after block, and would it roll it just for bonuses? Thanks!

Check out the wiki's section on Receiving Damage for a full priority list (sounds like you already did). You are correct; evasion and dodge are both calculated first. If you evade or dodge then there is nothing to block. That's partially why there are so many "on block" mechanics.
Thanks for the answer! Actually I had not seen that page before. Thanks for posting it though, it's useful info. I just learned that evasion is first from the evasion page.
Curious: For what build would a higher overall block (and thus proc on block) chance be worth the increased damage taken by deliberately lowering evasion/dodge?
