Tooltip will not and can not update for mana values. Damage is definitely being applied.

It does update on mana values though. Just stops when you still casting.
Looks as if it snapshots some intermediate values once in a while like when you cast first and deplete a big portion of mana and then gives up.
When you still cast something it goes to 0% dps numbers.

No. The base spell damage Manabond inherently gains based on your current mana is not relfected at all in tooltip damage numbers, because it can't be - current mana value is not included in stat calculations for performance reasons.

What you are likely seeing is the effect of the Manastorm unique shield you have equipped, which sacrifices all your remaining mana when you cast a spell, and applies a 4-second buff granting added lightning damage based on how much was sacrificed.

I did it with and without Manastorm.
The game have no problems dynamically changing the DPS tooltip number based on buffs and debuffs. Even the Manastorm works (calculates damage based on sacrificed mana), so why not let the gem itself work as well and contribute to DPS? Give it a 250ms threshold on snapshotting the number, i doubt it will kill the server but at least we will see that mana contributes to the damage in some way. I really hope this gem will not sink into another "path of building only" category.
I recorded a short video with changing DPS numbers here: https://youtu.be/YRNjRUgoE4o

I know this isn't related to the bug,
but since both deal x to Y damage, and deal base damage(base on missing mana) have the same lines, do they cancel eachother and only one applies?

It feels like one of them should be deal added, and one kept as base. Was wondering because the skill feels it has low dps.

No, both apply.
