Cant start the Heist

Hello,
i didnt play POE for some years, so im clueless :) I started a new char and i am now at level 44, the Quest "speak to Kurai" is active. Got some Rogue's Markers in my chest which i found with another char. (lvl 91, but i dont want play with him) When i try to open a portal, i get the message that the Quest is not active! i never found a contract or Rogue's Marker anywhere on my levelphase till act 4. Anyone know whats going on? is there maybe a minimum level to access the heist? thanks Last bumped on Jul 8, 2021, 7:29:10 PM

the quest is gated behind Act 6.
