how to get highlv vinktar square in ssf?

its hard to complete all awakening maps in ssf. have most, but do not know how to get a highlv vinktar square, using the 4 staffs at vendor only gives the low-lv-version.

It depends on ilvl of the staff.....RNG to get one in red map
