All monsters are Enemy Monsters. I think this wording affects pvp, enemy players not enemy monsters.

Seaman is correct.
Basically speaking, a Monster is a NPC that attacks you or flees from you. This also includes Rogue Exiles (albeit it is possible that a map that "contains no monsters" like Vaults of Atziri or a Valley of Steel Box influenced map can still have some Rogue Exiles in there. In other words, a Monster is a hostile non-Player NPC. This also includes Hall of Grandmasters' Grandmasters, though PvP scaling is applied to them via map modifiers. while in PVP, opponents are considered to be Player (its minions and proxies will be considered as "monsters") and will be affected by PvP Scaling. |
