Cannot complete quest "The Way Forward"

It says to travel to Lioneye's Watch in the top right but when I go there and talk to Bestel nothing happens nor is there any dialogue for the quest. If I /passives the passive point does not show up either so I don't think it's completed either. I've also tried rekilling the guys in front of the passage but it's already open and they do not drop anything.

I HAD THE BOOK IN MY INVENTORY AND IT COMPLETED AFTER I USED IT I'M DUMB
