Because it's still doing the texture streaming in the background. But instead of seeing some blurry textures here and there for a while, you get to sit and stare at the loading screen until the entire process is complete.

Agreed. The blurry soup, then having textures pop in was no big deal. Hearing monsters attacking you for several seconds while the "loading" screen is still up is a big deal. I haven't loaded into any deaths yet, but I know that it will eventually happen.
