CI and Enduring Cry (Zealot's Oath)

It seems like Enduring Cry's Energy Shield regen (with Zealot's Oath) is far less than it should be for CI characters. At level 13, my Enduring Cry should regen 1388 Life over 1 second. As I have Zealot's Oath, this should be 1388 Energy Shield over 1 second. Based on tooltip regen, it's actually regenerating 694 Energy Shield over 1 second. This does not appear to be a tooltip error, and accurately reports the actual regen of the skill. I have >3000 Maximum Energy Shield so it's not capped due to that.
