How people make 30% quality unique items?

The only way that i am aware of is fossil craft normal item and chance it into unique. Hillock, from immortal syndicate, gives 28% max. Or is there another way that i am not aware of?

30% items, including uniques, drop in heist. Maybe somewhere else too

Did plenty of Heists, but dont remember droping 30% uniques. Guess its very rare. Playing standard, quit Ritual, didnt hook me in :)

Just chance it if you really need that 30Q unique.

They used to drop in rituals, but that was removed, as i can't recall seeing any recently.

I got a 30% unique from a heist early this league, but haven't seen one since.
