Would this mean that the total ammount of life/mana recovered is increased or is it just recovered more quickly?
For instance if i have a 100hp/10 sec potion (10 hp/sec) and then i put on a belt with +10% flask recovery speed would the flask be 100hp/9sec or 110hp/10 sec?

I believe that it means charges are added quicker. What that means is that when you kill a monster, you will gain more charges with more flask recovery speed.
I don't know if that is 100% accurate, but based on what I could find on the wiki that seems to be the case.
