Act X Permanently Unaccessible + Unusable Characters

Can't access Act X at all because the Oriath Docks area simply won't load. I get the loading screen, which lasts for some time, and then it finally logs me back out with a "Disconnected. Failed to connect with instance" error. This affects any character that attempts to load into Oriath Docks, effectively removing access to those characters (since you now have to load into Oriath Docks to play them, even if only to move them to some other zone). I've already lose the use of 2 characters testing this. Other towns currently work, at least for my other characters. Any idea what's going on?
