Use bound skill 1 is greyed out

Under the Options-Input tab the row 'Use bound skill 1' is greyed out. It's the move/attack skill and the greyed out part says left mouse click. It can't be anything else. I've tried Reset to Defaults, rebooted, checked a different POE account, edited the production_Config.ini file. This started a few days ago. Every time I log in or open a character I get a message box stating 'You need to bind the following actions to an input'. I can't do that though. I have a work around but the msg box is annoying.

hit the Reset Defaults at the top of the window & Save. DO NOT modify that keybind, it needs to be LMB.

how do i do that i cant also not moving or attack on left click of the mouse?
