(solved) Atlas Progression After Sirus

What am I doing wrong? I've spawned two of the conquerors, and I'm trying to spawn a third in New Vastir, but I've completed at least 3-4 maps in this region now, and it still won't appear. Is it only a chance? Maybe less because there's only one watchstone I could work toward or something?

I've had four watchstones socketed here, and made sure every map is the correct tier for four watchstones. It's NOT telling me "this tier of map is too low for any conqueror to occupy the region". The first two conquerors appeared first try, so I don't know what I'm doing wrong? I'm confused.

I don't know if there's any changes after fighting Sirus (aside from apparently needing to fight in the conquerors' territories more times than before)? I did lose to him, if it matters. So I haven't beaten Sirus yet, unfortunately. -_-

OK... nevermind... I just tried another map and Drox appeared... I guess I just needed to keep trying lol.

After 20 stones, the chance for initial influence drops from 100% to 50%.
