Divergen Arcane surge + arcane surge increase from passive

Dear all,
Today I tested quite bit and it seems Divergent arcane surge quality effect (increased duration of arcane surge) doesnt work properly with increase of arcane surge effectivness from passive tree (2 passive nodes - Arcane capacitator and Mana and arcane surge effectivness).
Behaviour:
I checked via tooltip cast speed modifier:
no arcane surge - 226%
arcane surge first 4 seconds - 277%
arcane surge last 2 seconds - 260%

I tried to remove my 2 passive points invested to Arcane capacitator and mana and arcane surge effectivness and then cast speed remain steady 260% for whole 6s

so to sum up
Arcane surge should last 6s (which does on buff area) but after 4 seconds (normal duration of arcane surge) effectivnes of arcane surge buff is not taking to consideration 2 nodes which increase effect of it. Which is bug imho :)

For "Arcane Capacitor", this seems like intended behavior. It doesn't have a flat buff to Arcane Surge's effect, it's based on "per 200 Mana spent Recently", with "Recently" translating to "in the last 4 seconds". "Recently" works this way for numerous aspects.

However, for the "Mana and Arcane Surge Effect" node, that certainly does seem like an issue if it's not having any effect on Divergent Arcane Surge at all (from comparing second test to last 2s on first test).
This is related to the broken Arcane Surge buff strength as well as how Arcane Capacitor mechanically applies. I'll copy-paste what I've written before in thread on the matter:

Now what's happening with the buff strength is easily explained:

You cast Wave of Conviction, granting a regular strength lvl 20 Arcane Surge buff, then Arcane Blessing triggers, granting you a lvl 1 Arcane surge buff that has been juiced up by Arcane Capacitor. The game compares the two Arcane Surge buffs, both having the same name but the second (lvl 1) having increased effect than the first (lvl 20) and consequently applying the second buff instead, despite it actually being a weaker buff in all aspects, regardless of the increased effect.

Now, this will only come in play with infrequent casts of high-mana spells, as the lvl 20 Arcane Surge buff is chosen over the lvl 1 buff if they both have equal increased effect. It does however impact the usage of things like Arcane Cloak + Arcane Surge as a temporary buff in that the high-level AS will be overwritten by a lower effect.


Clearly the game chosing a lower strength buff over a higher strength one needs to be addressed. Ideally the behaviour of Arcane Capacitor should be changed as well to allow for high-cost casts to grant the increased Arcane Surge buff immediately but I guess that's not as clear-cut and more of a game mechanics question.



Perchance at some point GGG will take notice, as this has been a) broken in regards to buff strength since the release of Arcane Capacitor a year ago and b) the mechanics of Arcane Capacitor are fairly unintuitive and could use (ideally) a change or (at the very least) a clarification on the node.
