Cannot progress with Heists anymore due to green contract

I am supposed to do the green contract: Credit where credit's due.

However, I cannot start it, as Karst does not have lockpicking level 2.

Now here comes the issue, I havent found any more green contracts for a very long time.
Early when I was leveling, I helped a friend who wanted to do heists. We did two of my green contracts, he dies each time, contract fails. Great, I never found those again.
I have found several blue contracts in maps, but none green anymore. I feel like being stuck with the "story mode" heists.

Could you make it possible that the green heists can be bought somewhere, e.g. for rogue markers? I have thousands of those, they drop everywhere.

I cannot progress this as well. Karst is lvl lockpicking but I have now no more contracts with level 1 locking available? am I supposed to farm low level areas for lockpicking contracts? seems stupid tbh.

U could buy easy contract in harbour. Even must for 1 of challanges

make a new guy, run him/her till act 3 you should find a few by then.

You can't buy the quest contracts but I think he means you can buy contracts from The Barber and you can see what skills they require. If they require level 1 in the skill Karst needs, you can do those, level him up to 2, then do the green contract.

I have one of these with another character and this is how I plan to get them to level 2 to do the quest one.

alright thanks. If that works, that fixes the problem with the above contract. However I still do not know if I will ever find the other green contracts again, which I couldnt finish for the above reasons.
There should be an easier way to get quest items as it is currently implemented.

Yeah it would be nice if we only had to find them once but don't worry, they drop again. I missed 2, one from death, the other because I assumed, silly me, that going back through the portal would at least warn me if it ended the heist. It didn't, so I lost that one too.

But they dropped again. I think especially the smuggler caches are likely to drop quest contracts, that's where most of mine seem to have dropped from.

Now that I'm on maps, it seems Whakano's inventory stays at lvl67 at most, so if that's true, it's probably so that you have access to heists that require level 1 skills so that you don't get stuck. He doesn't always have contracts that require each skill but I'm guessing his inventory resets after every heist or every 24hrs or something.
