HEIST CHARACTERS CANNOT LEVEL UP - STUCK 0 EXP

You read it right, my Heist characters are stuck at level 2 & 3 with 0 Exp to next level.

He's also stuck at Agility level 2, attempting a level 3 Agility contract is not possible with him:

This breaks the entire league as any items I find cannot be equipped by my characters as they're too high level and in addition I can't do the content as there are level-based requirements.

Additionally, just to confirm that the cannot gain exp anymore:

it isn't showed very well, but every character has a max level per job. the first one in the list can be leveled to 5, the others not

I also think you have to find/do green contracts to unlock higher levels, but im not sure about that

Still weird IMO that it shows they have EXP over their level, and even have EXP without levelling. For example ingame if you reach level 100 you can't get EXP to level 101 and not level you know what I mean.
