Turbulent Catalysts do not affect mods with Damage tags
From the 3.12 Heist Development Manifesto: " ![]() From the in-game detailed tooltip we can see that Spell Damage, Lightning Damage to Attacks, and Global Critical Strike Multiplier should all be affected by the Turbulent Catalyst's quality effect. What neo said, also in the snippit you included in the original post it states "with both the Elemental and Damage tags" they would have worded it as "with either the Elemental or Damage tags" if they meant it the way you thought it worked

They just introduce new "damage" mod tag in 3.12 as well as tagging all res mod with "elemental"
