[ASK] Why the magic wand give best more dps than this rare wand?

Hello forum, i have a doubt about the damage.
I have this two wands:

The cast stats of the rare wand are better than the magic. So, why the dps, lightning damage and total combined damage are lowest?

At the scrreen moment, i has active herald of ice and herald of lightning and not other wands equiped.

magic wand adds damage to spells, rare wand adds damage to wands attack damage but not to spells

that added lightning damage on agony scratch doesn't apply on spells.
