Unable to CreateFileMapping in MapFile.. Error Code 6851 Offset: 0 Size 0

I'm running POE from a portable SSD and on my laptop it runs just fine, but when I plug it in my PC and start it I get this error.

anyone know what the issue is?

I tried to read other posts similar to this that say it's a ram issue but that can't be the problem my ram is fine.
