Area spells 0 damage at 9+ Intensity stacks

I used the new cluster jewels to get up to 9 stacks of intensity and make a very cool laser beam. That laser beam does no damage.

The skill will deal a lot of damage, to anything in it's area of effect.

At 9 stacks of intensity, the skill has 108% less area of effect - this means it affects less than no area at all. Therefore nothing can be in that area of effect.

This is not a bug.
Shouldn't there be a minimum area of effect?

It doesn't make sense that I'm focusing an attack so hard that it cannot effect enemies. I feel I should be getting something from a skill that takes mana and visibly hits:

It's not even overpowered. It's very slow, hard to use, and still does far less damage (at 8 stacks, when it still can do damage) than many builds.

Shouldn't it be a point then? A point that does damage?
So you abused the system and then feel cheated when the loophole you thought was there really isn’t? It’s not a hidden trait but something explicitly written on the gem you ignored. Even if you left it at L20, 9 stacks is 144% more damage from a single support gem. Dial it down to 7 and you still have a broken support gem.

Using multiple cluster jewels is not abusing the system, and I didn't ignore the text. I knew there was a chance that this wouldn't work. To my knowledge there hasn't been a way to reach 0 or less area of effect before now. I wanted to find out what would happen.

I was hoping for either a minimum area of effect or an absolute value area of effect. How cool would that be if once it got small it started growing again!? No effect is dumb. In that case this is a visual and audio bug.

It's also not broken. You have to devote most of your your tree to pathing for 5 medium cluster jewels. This means you can't stack damage or life. Then you have to cast your spell *8* times without moving to charge it, and it only works on enemies that don't move. Even in situations where that all works out I can't get the damage as high as many meta builds (If you have any suggestions for that I'm open to them).

You made an experiment and it didn't work, where's the big issue?
The opposite of knowledge is not illiteracy, but the illusion of knowledge.
simple solution dont use a spell with set aoe
use something like flameblast that has increased aoe per stage
and if that doesnt work inc.aoe till you are 1 percent are of effect

I kinda agree with op though that it's unfortunate that aoe can be reduced to just not existing, would make sense if it became like a pixel as a minimum but just ceasing to exist is kinda lame.
I was using the intensity stacks for firestorm.

I've tested with some other skills and found additional issues:

-Shock Nova: area scales down to small ring at 8 intensity, then back up to a large ring at 9. The large ring does no damage.
-Blade Blast: Like shock nova, area scales down to small ring at 8, then back up, but does no damage.
-Lightning warp: At 9 stacks I can no longer cast it. Clicking has no effect.
-Desecrate does create normal sized corpses, but the corpses deal no damage. This doesn't make any sense.
-Fireball hits target and explodes, clearly interacting with target, but does no damage.
-Curses have no effect at 9 even when selecting individual enemies.
-All (except one) spells do no damage at 9+ stacks, Though they all appear to be working.

-Soulrend is the only spell that does damage at 9+ stacks.

!!! Most important:
-Blade vortex crashes the game at 9 stacks!
