Crashes every 100% gpu usage

I noticed that 100% of the time that my crashes comes from whenever poe suddenly spikes gpu usage to 100%. This happens randomly. Majority comes from the map events such as metamorph/legion/delirium. some times all of the same time. You see in the screenshot under 3D. There are 2 spikes which are also the times poe client crashed. I have already tried multiple TS regarding this as this has already been recurring since after initial patch of delirium.

so here are the things i already tried.
upped virtual memory.( i have not noticed the gpu issue at a later time)
reinstalled poe and reinstalled poe from a diff drive
removed gpu driver and reinstalled latest
removed gpu driver and installed late january driver version
updated dx or something related
set power settings to performance mode in geforce settings both global and poe targeted.
Reformat pc including cleaning all drives.
did furmark3d/heaven test benchmarks all run smoothly and 100% usage and 0 crashes
I ran out of options at this point.

Specs:
GTX 970 Windforce g1
Ryzen 5 3600
16gb ram

I might consider skipping the league altogether since the crash really hits hard. and im still at the start of mapping. what more if i get to end game stuff which takes more things happening all at the same time.

same... and never have problems in any other league..
