Twinned elder guardian map?

Zana offered me a twinned bosses elder guardian map, I was preparing for a hard fight for double fragments, but unfortunately only one guardian awaited me in the arena.
 Is this normal and just misleading that the map can roll the twinned mod now, or is it a bug? I know that previously twinned elder (nor shaper) guardians did not exist, but then map mods also not affected elder ones at all, so a lot changed in 3.9 around them. All-time non-streamer luckless dropless rewardless tons-of-time-playing non-TFT-er 100% solo player. So, it just turns out, we were lied to for years with the promises of a two-storied one PoE 4.0. All these worse and worse beta leagues, all these braindead changes, all lead to this. Last bumped on Jan 3, 2020, 2:05:17 PM
