Problems with spawning citadels

Hello, everyone. I've been experiencing a great amount of difficulty spawning any citadels for the last 200-250 maps.I've not spawned a single one in the past day. I'm only missing 2 Watchstones and the things I've been trying so far are :
- Running only the section in which I'm missing the 2 Watch stones (at awakener bonus 1)
- Running 2 sections (at 2)
- Running All 14-16 maps at random (at 7)
Each of these methods I've used for more than 50-60 maps and all of those maps was 14-16 and were in socketed zones at the time of me running them.
I do understand that there is some variance and I believe there is either something that I don't understand about how the system is working or there is a problem with the game itself. I know the sample size is not incredibly vast, but I do believe it's sufficient enough to have my doubts about there being something wrong with the game.
Currently finding myself in a situation of being locked out of a big portion of the endgame especially the one that's new and supposed to be exciting. I'm asking for any additional information on what I might be doing wrong or how to fix it or whether it's a problem on my end or the system.

what map tier do you use for towers? many people do not like the layout so they use low tier map to jsut finish the tower. ffom the time I started to use high tier maps on towers I found 4 citadels.
