Zealotry + mines bug

I'm playing an inquisitor miner. I asked a friend, who I know played one last league, how he dealt with applying consecrated ground to enemies. He told me zealotry worked with mines. I did some testing and I couldn't get it to proc. Interestingly enough, it works with flamethrower trap. We think it must be a bug introduced in 3.9.
