Game unplayable since patch 3.9.0e? for Win7 users (FPS issue) STILL A PROBLEM AFTER 3.9.1b :(

Can confirm, today's patch did not help for this issue.

10 fps after 1 map. Nothing changes.
Patch didn't help.

Patch that introduced this bug should be immediately rollback from production realm. It's taking way too long to fix this issue, given the period we're in - 2nd week of the league and Christmas break when people have more free time so they want to play the game.
Same problem for me. Was looking forward to this patch. I was hoping I'd play through my Christmas break.
They are just staring at the code like your grandma and rolling the dice.

That's what you get from useless devs who can't even get updates right for 7 years, forcing you into a 1 hour clusterfuck of shuffling 10s of gigabytes, imposing inflated hdd requirement for 20 mb patches. How does it feel to suck so bad at your job?

Still unplayable, have to restart after pressing vaal summon skeletons now.
Still having the same issue even after patch, but it happens a little less often than before. GGG, good job on fixing the delve dynamite crash problem, but this performance issue is way worse than that. My game doesn't have this problem every 5 mins, but it happens when there's a ton of effects on my screen. When in a map and on my screen there's 30 to 50 mobs, my friend uses vaal summon skeleton and my frame rates just die. Changing instance doesn't fix the issue. I am playing a melee skill so I am always in the thick of it all. What's worse is that it just happens all of a sudden and it costs me 1 hour of game time I spent because my character eventually dies, and there's nothing I can do about it.

Times I have experienced the issue:
1. In a regular map, open a blight and let the mobs spawn and get close to each other. When there's over 50 mobs, run in while using cyclone.
2. Have 2 people in a map, spawn a lot of mobs similar to when a metamorph spawns them, then use vaal summon skeleton.
3. Just run any blighted map that has 30% pack size mod. Eventually you'll get the performance issue.

I have been forced to set all graphics settings to the bare minimum (shaders, shadoes, etc.) and I am already running the game on 1366x768 instead of my usual 1080p. Before this league, I had everything maxed out except lighting options on 1080p and I didn't have any problem.
