Unable to get a Citadel in a certain region. HELP!

So This is my atlas, and the highlited area doesnt have a Citadel (that circle where you upgrade your maps). I've tried running all the white maps in that area, but no portal spawns for me to unlock the Citadel.

At this point it's even asking me to have a rank 2 or 3 to progress. Please help!

Do I have to run Unique maps there? Its just that area only

I had same problem before the latest hotfix, did not have 2 citadels. After this hotfix, ran 1-1 T3 maps in both regions and Zana was there after the bosses died (as the patch notes said, now guaranteed). Please check, that You run a tier 3 map there, shall be working now.

Just checked, running a T3 map in those inner regions without a citadel does nothing to proc zana or exiles. I believe it because the area requires monster levels greater an 0 to spawn an exile. Problem is, the areas have T3 as their highest maps... and can not be upgraded due to the lack of said citadel.

Yea, did every white map in that zone, nothing.

So am I going to have a permanently low-tier zone? That sucks

Same issue, it's saying that the region needs to be level 2. No citadel, Zana never there after I kill the boss.

Got three region stuck with no citadel currently.

Same deal here. Three zones fully done but no citadels in them.



Edit: just had the game update and the next t3 maps i did had the citadels.

same, 2 region without citadels T_T ran 3 times all white maps t1-t4, nothing

So, after the update, I ran 2x Tier 3 maps and it spawned on the 2nd map (just straight up boss rush)
