Problem with masters on ps4

Hello!

Im playing in this game few weeks and I find only two masters(Niko and Einhar) on all maps I have been to ACT 8. I have 61 lvl and discover the whole maps I was on and nothing. I was searching some information about this topic and nothing. I don't even have Leo in town - ACT 3.
Someone can tell me what's going on? Thanks!

Masters changed in a previous patch. Masters pretty much just give you access to previous league mechanics now. You will encounter them all before you finish the story and if you are still missing a master, google it and it will tell you where they are.

Leo? He's in the Immortal Syndicate now, he's a bad guy, you won't like him when you find him, but you'll like his loot :)
All the old masters started a thing on their own, Jun will tell you all about it in act 9.
Keep going, it was a major overhaul and a pretty nice improvement!
You have access to many things in your crafting bench to help you along, visit your hideout.
