Necromancer

I am new to playing POE on PC, I know on ps4 you had to purchase the Necromancer toon on there, is there a place download the necromancer or purchase?

I think you might be mixing up PoE with Diablo 3. PoE doesn't require you to pay to access any content. Necromancer is just part of the game. Do note that it's an ascendancy class, not a base class. You have to pick Witch in character selection, and then you get to specialise into Necromancer later.
