I do not think there is a vendor recipe to lower flask quality.
Out of curiosity, why would you want to reduce flask quality? |

" Weird, flask quality will give you extra duration of a flask effect. Divination Distillate is usually used on a build that can have constant mana drain and tailor your mana regeneration to be just below the mana drain. I would thought that is such case you do not really care if the flask gives you extra 20 or 30 mana but would care about that extra second that quality gives you. |

It's silly that we can't remove quality of flasks. Maybe one day..
