Cyclone + CoC + Fortify not working

For some reason once I put on cast on crit support gem, fortify spupport no longer applies to cyclone, why is this the case now? I don't recall this being the case all the time, and on path of building it shows as applicable, so I'm not sure if this is a bug or something that was implemented.

Any idea if this will be fixed in the patch this week? Noticed it wasn't in the patch notes.
