Syndicate members will not spawn

I realise this might not matter with the new syndicate changes coming in, but for the sake of completeness, my current syndicate board has stopped all syndicates from spawning in maps or areas.


I'm assuming this is because Fort and Transport is blocked and there are no free non-leader members of Research and Intervention.

I ran multiple Harbour Bridges and Atoll maps with no spawns.

After running the Fortification Safehouse, the next Harbour Bridge started spawning a Fortification instance. Not exactly ideal though, and it took me a while to figure out why it was happening.

This is what's happening.

For a Syndicate Encounter to spawn, it needs to meet a few conditions:
- The Job is not at 100 Intelligence
- The Job has atleast 1 Target free (job-less, Leaders and imprisoned Targets don't count)
I just assumed that it wasn't a design intention to be able to permenantly disable Syndicates from ever spawning. This is actually the second time it's happened to me this league. The first time, I was about 15 maps in before I realised something was off and it took until this second time to pinpoint what was causing it.

I personally found it pretty frustrating both times and I'm not a fan of being forced to run a safehouse I don't want to, messing up my board.

Still, I assume the rules that govern how syndicate encounters spawn will change completely next league, to accomodate spawning three in one zone, though I wonder if this board interaction will still stop encounters from spawning next league.
