How to Fix Steam Content File Locked Error

Hi Everyone,
I am using steam from more than two years now. But recently I have started facing Steam Content File Locked Error. I don't know what's the cause of this error. I tried very hardly to find a solution for this error from internet, but i didn't found a correct solution. Is there anyone who can help me with this.

try starting steam as an administrator and do a full game file check, then try to start the game and see if that helps.
