How do streamers have glowing item names?

I've noticed from watching videos or seeing twitch streams that occasionally the people I'm watching have items with glowing names.
Some include like the headhunter belt, etc. It's usually really good items. If you watch this video it starts at a point in which someone has this effect on the item they are hovering over. Definitely talking about the the legacy thing. I was referring to the constantly changing aurora type thing on the item.
So I'm guessing it has to something to do with legacy...something? |

Those are relic items. You could get them from reliquary keys in the past, not sure if they're still available.

I think reliquary keys were removed.

You can still buy a Reliquary Key on Standard or buy a Relic item. Note that it's only their 2d art that's different. They have the same 3d art as non-relic items.
Reliquary Keys were a very rare drop in Legacy and Delve leagues. They don't drop anymore, although something similar may be back in the future. |
