Shattering Steel dual wielding bug (?)

Not sure if this was intentional or not, but I've been messing around with Shattering Steel while dual wielding and to me it seems to only be using the main hand weapon rather than alternating between main and off-hand.

I've tested this by dual wielding different weapons: a Beltimber Blade with 1.80 attack speed and a Paradoxica with 17% chance to Blind on Hit and 1.30 attack speed.

The first thing I noticed was that my attack speed was significantly different depending on which one was in my main hand. I would attack much faster with the Beltimber than with the Paradoxica in my main while still wielding the other in my off-hand. With other skills the attacks would alternate and so would the attack speeds, depending on which weapon was being swung (tested this with Heavy Strike) or would take the average attack speed between both weapons and attack at that rate, no matter which was on my main or off-hand (tested with Cleave).

Another thing I noticed was my Paradoxica's Blind on Hit chance. While using it in my off-hand, I would never blind anything. However, as soon as I put it in my main hand, the Blind suddenly started working. I understand that the Blind on Hit is a local mod to the Paradoxica, but why was I never blinding anything until it was in my main?

This makes me believe that Shattering Steel is using only the main hand and its local modifiers to attack, while the off-hand is left completely unused for attacking. The only thing I can see the off-hand doing is fulfill any dual wield requirements (correct weapons, etc.), granting dual wield bonuses, and using any global modifiers that weapon may have, Beltimber's extra projectiles and increased evasion mods for example.

I've done some more testing using the other skill Lancing Steel. This time, my attacks were definitely alternating and, with the same Paradoxica on my off-hand, I was getting plenty of Blind procs.

Though you may want to look into Lancing Steel as well because my attack speed was, once again, taking the main hand weapon's attack speed into account while ignoring the off-hand. My attack speed was much greater with Beltimber in my main hand.

Also I feel I should point out that for both Shattering and Lancing Steel tests I did not have the Ambidexterity node allocated on my passive tree
