Entering Toxic Sewers map using Map as a new map of same tier "craft"

trying to enter toxic sewers map that was generated using the Zana map device craft "New map of same tier"

Re-logged and still an issue.
can enter other areas and maps.
redid the craft and got a different map that I am capable of entering without issue. same tier.
